The Malaysia Plastic Straw Ban: What F&B Businesses Need to Know (2026)
Malaysia is steadily phasing out single-use plastics - and for food and beverage businesses, plastic straws are one of the first items in the firing line. There isn’t a single nationwide law that bans every plastic straw, but in several states and federal territories, licensed F&B operators are already required to stop handing them out. Here is where things stand in 2026 and what it means for your business.
Is there a nationwide ban on plastic straws in Malaysia?
Not a single blanket federal ban - at least not yet. The national direction is set by the Roadmap Towards Zero Single-Use Plastics 2018-2030, which moves the country from voluntary measures to mandatory ones over time, with a target of zero single-use plastics by 2030. A “no straw by default” approach has been encouraged nationwide since 2019.
In practice, the actual rules are made and enforced at the state and local-council level. So whether - and how strictly - plastic straws are restricted depends on where your business operates. The momentum is only moving in one direction: more states are tightening single-use plastic rules each year.
Where plastic straws are already restricted
Kuala Lumpur, Putrajaya & Labuan (DBKL / Federal Territories)
Licensed F&B operators in the Federal Territories are required not to provide single-use plastic straws, enforced from 1 January 2020 as a condition of their business licence. DBKL (Kuala Lumpur City Hall) has also moved against polystyrene food packaging and plastic bags, and requires biodegradable and compostable alternatives to be certified - for example to SIRIM ECO-001:2018 or ECO-009:2016.
Selangor
Since 1 July 2019, eateries in Selangor stopped giving out plastic straws freely - straws are provided only on request as the state works toward eliminating single-use plastics, with enforcement tightening over time.
Penang
Penang has one of the country’s longest-running anti-plastic drives, and its “no straw” initiative is part of that broader push to cut single-use plastics across the state.
Other states
Other states are increasingly following suit in line with the national 2030 roadmap - several have already tightened single-use plastic rules (such as plastic-bag bans), and straws are part of the same direction of travel. Always check the current requirements with your local council.
What are the penalties for non-compliance?
Penalties are set by each local council and can change over time, so we don’t quote specific figures here. In general, non-compliance can mean fines and can put your business licence at risk - in the Federal Territories, not meeting the conditions can affect your licence and its renewal. The safest approach is to confirm the current penalties directly with DBKL or your state/local council, and simply get ahead of the rules.
What counts as a compliant alternative?
The common switch is to biodegradable and compostable straws made from food-grade material. Where certification is required (as with DBKL for certain products), choose alternatives that carry the relevant SIRIM ECO certification. Paper straws are the most popular and affordable option for most F&B businesses: they’re 100% biodegradable, hold up in hot and cold drinks, and come in sizes for everything from coffee to bubble tea.
How to switch your business to paper straws
Making the change is simple and low-cost:
- Adopt a “no straw by default” policy - only give a straw when asked.
- Check which sizes you actually need - 6mm and 8mm for most drinks, 12mm for bubble tea.
- Order from a supplier that can show lab reports and certification.
- Request a sample first to check the quality before committing.
- Brief your staff so the switch is smooth for customers.
Get ahead of it
With Malaysia committed to zero single-use plastics by 2030, the rules will only get stricter. Switching to certified paper straws now protects your business licence, keeps you clear of fines, and shows your customers you care about the environment - a win for your brand either way.
This guide is general information for F&B businesses and is current as of 2026. It is not legal advice - rules differ by state and council and change over time, so confirm the current requirements with DBKL or your local council.
